Stephen Boyd ad61dd303a scripts/spelling.txt: add regsiter -> register spelling mistake 
This typo is quite common.  Fix it and add it to the spelling file so
that checkpatch catches it earlier.

Robert P. J. Day 59fb1b9f5d ipmi: remove superfluous kernel/userspace explanation 
Given the obvious distinction between kernel and userspace supported
by uapi/, it seems unnecessary to comment on that.
