Theodore Ts'o 04a91570ac ext4: implemet new ioctls to set and get superblock parameters 
Implement the EXT4_IOC_GET_TUNE_SB_PARAM and
EXT4_IOC_SET_TUNE_SB_PARAM ioctls, which allow certains superblock
parameters to be set while the file system is mounted, without needing
write access to the block device.

Josh Triplett 519fe1bae7 ext4: Add a uapi header for ext4 userspace APIs 
Create a uapi header include/uapi/linux/ext4.h, move the ioctls and
associated data structures to the uapi header, and include it from
fs/ext4/ext4.h.
