Jean-Philippe Brucker c36538798f tools/bpf: Always run the *-clean recipes 
Make $(LIBBPF)-clean and $(LIBBPF_BOOTSTRAP)-clean .PHONY targets, in
case those files exist. And keep consistency within the Makefile by
making the directory dependencies order-only.
